Why Argentina Cancelled Its Citizenship by Investment Tender

Argentina's Citizenship by Investment operator tender failed as a procurement process. That is not the same claim as "the program is cancelled." This page walks through the bid process itself — who submitted, what was recommended, and how the government ended the tender — without treating the cancellation as a repeal of the underlying decrees.

The tender as a procurement story

The December 2025 tender (Concurso Público N° 34-0001-CPU25) sought an operator to design and administer the program. It was an international public contest under the Ministry of Economy's framework, not a vote on whether Citizenship by Investment should exist in Argentine law. Decree 524/2025 and DNU 366/2025 sit outside that procurement file.

Six bids, then four eliminations

The tender closed on January 20, 2026. Six firms submitted bids. During evaluation, four were eliminated. That left a shortlist from which the evaluation commission later made a recommendation — a normal stage in public procurement, not a final award.

A March recommendation that never became a contract

On March 5, 2026, the evaluation commission recommended a winning consortium. That recommendation did not advance to a signed contract. Until a formal award and contract exist, a commission recommendation is not the same as an appointed operator.

April cancellation — and the important distinction

On April 14, 2026, Resolution 522/2026 cancelled the tender outright. No contract was awarded and no compensation was owed to bidders. "The tender failed" describes that procurement outcome accurately. "The program is cancelled" does not: the resolution did not repeal Decree 524/2025 or DNU 366/2025.
